UK post codes are made up of two parts, which are known as the outward (first) part and inward (second) part. The shortest outward part can be two characters, such as M1 for central Manchester. All inward post code parts are always three characters.

So the shortest possible post code would look like M1 1AA. There would be many hundreds of examples of post codes like this, so there is no one single shortest post code. For example Sheffield has a single letter as it's first character, so S1 1AA is another example of the shortest post code, as is L1 1AA for an address in central Liverpool.
