The bolt holding the pulley to the tensioner arm is left hand thread. The nut holding the tensioner to the engine is right hand thread.

To switch out a seat belt usually the seat needs to be removed first. Then it is in most instances just a bolt to be removed.
Trace the seat belt back to the point that it is anchored in with a bolt and undo the bolt (using a ratchet is the easiest way due to not having much space) then raise the seat back to the uprght locked position and the seat belt should free itself.
The serpentine belt tensioner is spring loaded. There is no adjustment.
If it's the serpentine belt you're referring to, you remove it by releasing tension by rotating the spring loaded automatic tensioner located below the alternator. If you need to change the A/C belt, you first slightly loosen the bearing nut on the pulley, just enough to be able to slide in the adjustment slot, then loosen tension by rotating adjusting bolt counter clockwise to remove belt, replace belt, tighten bolt until proper deflection is reached, then retighten pulley bearing nut.
Front seats: Driver side belt is bolted to the floor under the the drivers seat. Rear left bolt or rear bolt closest to door. Pass side is bolt same way, but the bot is on right, closest to door. Both drive and pass side have plastic pillars that pop-off, which hold the bolt that secures the other side of the belt. Rear seats: Pull the handle next to the seat, between seat and door. This will allow you to drop the seat forward, the other lever on the same side will allow you to lift the back of the seat up. Remove the seat by pulling the bar under the seats. Belt is secured to the seat itself.
If you have had to lower the rear seat in order to make more room and then found that the seat belt was locked when you tried to raise the seat then try this; Trace the seat belt back to the point that it is anchored in with a bolt and undo the bolt (using a ratchet is the easiest way due to not having much space) then raise the seat back to the uprght locked position and the seat belt should free itself. Good luck! Once you do this and before you let it down again, go to the dealer and get a replacement seat belt stop pin and replace the missing one. If yo look close you will see the hole where the missing pin used to be.
the best place is to remove the center seat belt in the back seat and bolt it to that...

Lift up the seat base and tilt it forward. Remove bolt holding the seatbelt to the floor.
