the smallest measurable part is 0.1mm. I would think you are talking about a measuring device, micrometer or caliper? In which case the smallest division that the device can measure is 0.10mm; that is the finest reading, the smallest part which the device will display is in 0.10mm's
Micrometer to measure the accuracy of 0.01 mm. Caliper to measure with accuracy of 0.1 mm is used.
A meter stick caliper is very large and would make general measurements. A micrometer caliper is much smaller and can be used to make much smaller measurements.
An engineer or scientist.

In case for micrometer, principle of pitch is used. Least count could be even micro meter But in vernier caliper, difference of main scale division and vernier scale division is the principle Least count could be 0.02 mm
A micrometer caliper is a measuring device for finding very exact measurements of an item. The least count of a micrometer caliper in millimeter is 0.02.
1mm
micrometer is more occurate.
Micrometer to measure the accuracy of 0.01 mm. Caliper to measure with accuracy of 0.1 mm is used.
Caliper
caliper to 5 per cent millimeters and micrometer to 1 millimeter per cent.
