I would suggest that the smallest tank size should be as large as you can afford to purchase and house but not smaller than 2 gallons. The way I reach the 2 gallon size is simply by applying the principle of "1 inch of fish requires 1 gallon of water. There are very few fish species that do not grow to more than 1 inch in length but there are several that reach a little under 2 inches.
