Stand somewhat far away from the Postbox on Windfall, but make sure you still have it in view. Get out your Pictobox and get ready to take a photo of the man posting a letter. He'll come along eventually, but you may have to wait a bit. You need to make sure you get him actually putting the letter in the box, not just him standing next to it. Then take the photo to the man and if it's good enough he'll accept it.
