The sources of the executive's power in the UK derive from the royal prerogative; whereby the monarch has transferred her powers to the prime minister. As the leader of the executive the prime minister is 'first amongst equals' therefore he/she is the first and final decision maker in the cabinet and in the country overall- providing leadership and introducing new policies. Being the leader of their political party with a majority in the House of Commons provides enormous power in the creation and actualisation of policy. Their emergency powers, allowing prime ministers to handle situations that need immediate responses such as the decisions Gordon Brown took on the flooding in England. Lastly the prime minister is able to appoint ministers,life peers, judges and diplomats, ensuring he/she can surround themselves with allies to maximise power.
