This is the traditional interpretation of Leviticus 19:16, which literally reads "thou shall not stand upon (or against) thy neighbor's blood." Since the Hebrew is ambiguous, there are a variety of interpretations, including:
"Don't do anything that endangers your neighbor's life." (NIV)
"Do not associate with bloodthirsty men" (Ibn Ezra)
"Do not profit by the blood of your neighbor" (Ehrlich)
and "Do not stand idly by when your neighbor's blood is shed." (Sifra)
