Bluetooth Low Energy is a wireless personal area network technology used for transmitting data over short distances. As the name implies, it’s designed for low energy consumption and cost, while maintaining a communication range similar to that of its predecessor, Classic Bluetooth.

No, bluetooth has nothing to do with the mobile network. You can see this if your phone will let you use it without a SIM card (some phones don't though)... bluetooth will still work just fine. Your network provider has no way of knowing what you're doing with bluetooth. The only people who can possibly know are people within bluetooth range (around 20 metres, depending on the phone and environmental factors).
