If you have an accident while cranking open a passenger side window, then you were not safely operating the vehicle and/or could be considered driving while distracted. Laws don't have to be so specific to state each condition that would apply.

Never heard of it, what state are they in? At the end of the day, I would call at least 3 driving schools with 800 #'s and see how their customer service is. If they are good on the phone and professional, they are probably doing things right when teaching.
