The Articles of Confederation created only a legislative branch of government as to prevent Congress from gaining full control. Their method of doing this was creating a "firm league of friendship" rather than a strong central government and allowing states to retain the most power. In doing so, however, many feared that some states would retain too much power and dominate others in the national government. The Articles of Confederation dealt with these fears by giving each state only one vote regardless of its population and ordaining that on important issues, nine states would have to agree in order to come to a solution.
The Articles of Confederation two successes were that the American colonists fought and defeated Great Britain. Because of doing this, they gained independence. By the end of the Confederation era, Congress created a bureaucracy to administer the day-to-day affairs of the government that we see today.
The one obstacle to approving the Articles of Confederation was that some states refused to relinquish their claims west of the Appalachians. Doing this would have left the settlers in a financial limbo.

The Articles of Confederation are the first attempt at uniting the USA under one government. They however failed at doing this.

The Federalists wanted to replace the Articles of Confederation with the Constitution.
