It depends on context. If the potential difference is an electromotive force, then it's symbol is usually E. For all other potential differences (e.g. voltage drops), the symbol is usually either V or U (with the latter symbol used throughout Europe). Symbols for quantities, such as these, are italicised.

With alternating-current circuits, upper case letters (E, V, U) are used to represent peak or r.m.s. values, whereas lower-case letters (e, v, u) are used to represent instantaneous values.

'Voltage' means 'potential difference'. So you cannothave a 'voltage difference' which would mean 'potential difference difference'! If you are asking what the symbol for 'voltage' is, then it could be italicised letters E (usually representing the e.m.f. or voltage of a source), or V, or U.
