To separate H2O(liquid) into H2(gas) and O2(gas), you would use a process called electrolysis. This involves passing an electric current through the water, and collecting hydrogen as it forms as bubbles at the cathode (negative terminal), as well as collecting oxygen as bubbles at the anode (positive terminal). You will get half as much oxygen as hydrogen.
