A horse is only considered tame if he has been habituated to humans--and the objects associated with humans and human activity--to the point where it doesn't spook him as severely as you would see with a wilder, more "untamed" or green horse. Horses are born with what is called "self-preservation" instincts, which are instincts, considered "wild" by some, that cause a horse to react first--usually by running away--and think second, all in a means to ensure it's own safety and survival. For a horse, safety is first and foremost on its mind, so if there's an unfamiliar sight, sound or smell, it will react in a way that is considered "wild" as a means to get away from it as soon and as fast as possible. This act of self-preservation is considered completely normal to the horse, but a dangerous and destructive behaviour by us humans.

Horses are born with self-preservation instincts as foals. They keep these instincts about almost everything and anything around them until they have been taught otherwise through habituation, examples set by the horses in its herd, or by the humans it interacts with on a daily basis. Foals that are raised not just by their own dam, but also by humans, get more exposure and more training to various sights, sounds and smells--and also learn to see humans as part of their herd--than wild mature horses adopted to a more domestic lifestyle as adults. Though adopted mustangs do eventually get habitated to the many sights, sounds and smells associated with a domestic life living with humans, it takes them longer to learn that such stimuli are not harmful and humans can be trusted. Horses neglected or abused as young animals and/or through their adult life until rescued maybe dangerous to handle and train. Like with mature rescued wild mustangs, it usually--but not always--takes longer for such horses to trust and respect humans again, and even learn to habituate to various stimuli instead of letting their self-preservation instincts take over.

So to answer the question more directly, it depends on the horse and how much habitutation they've been through to consider them "tame." You can get young, green horses that have been around humans since they day they were born and still act a little "wild," and you can ge older horses that haven't recieved much training or handling, which too can be considered "wild." Finally--and this is a big one--how tame a horse is to you depends on how they percieve you as friend or foe. If you have some sort of energy that makes them wary of you, you might consider that horse to be "wild." If you have a nice calm energy about you, you might get some horses wanting to come up to visit with you and you would consider those as "tame." There is much more to this, but it is hoped that you have an understanding of what is being portrayed as far as horse behaviour and human-horse interaction is concerned.
