The operating system
A microprocessor runs and internal program called an operating system. For hardware functions such as input and output and memory allocation, the operating system acts as an intermediary between programs and the computer hardware.
An administrator is the person who deals with the day to day functions of a computer network and/or system. The developer is the person who created the specific system and/or program.

Dell QuickSet is a program that controls the functions of your integrated wireless card on a Dell notebook computer. If yours has a 64 suffix, then you have a 64 bit operating system and consequently have the 64 bit version of the Dell wireless program.

There is no limit to the number of functions you can have in a program. The only practical limit is dependant upon the amount of memory you have available in order to load the compiled program, whether it has 4 functions or 4 trillion functions. If the program makes use of dynamic libraries, then the amount of available memory reduces accordingly.
In order to make a large program more manageable, it is convenient to identify and isolate specific tasks that a program performs and to separate out those tasks into functions. These functions are used/invoked as needed by the main part of the program. They can also be invoked by other functions. Often a program will perform the same task in different parts of the program. Using a function to perform the task and invoking the function from the different parts of the program means that only one copy of the code is needed. This helps reduce the size of the program.
Functions are very important in C++, as you can't write the simplest program to print hello without using a function. Overall you can say that function are building blocks of a C++ program. Functions can also be defined by the programmer to reduce program size.
C programs do not function without functions.
You can't. The only way to bypass access privileges without having administrative privileges is via bugs in a program already running with administrative permissions. Since most programs aren't (or shouldn't be) run with administrative privileges, you can't rely on 1.) a program to be running with high privileges, and 2.) for it to have unpatched bugs. If such a bug was known, it would become patched fairly quickly (at least in the case of Linux).
