Likely what that phrase is describing are three different epochs of Earths history. The first, is the Pre Adamic Earth. This is sometimes associated with what is known as the gap theory. This states that there is a gap of indeterminable time between the original creation mention in Genesis 1:1 "In the beginning, God created the heavens and the earth" and verse 2 "And the earth was without form and void, and darkness was upon the face of the deep". This is because of a mention of the fall of Satan in various Scripture's and the language in verse 2 in the Hebrew denotes a waste, ruin, emptiness that is the result of some catastrophe. The idea being, Lucifer rebelled against God before the creation of man, there was a war, resulting in a cataclysmic universal catastrophe resulting in the earth going from its perfect condition in verse one to its ruined condition in verse 2. Thereby the creation account then given is more of a remaking from the ruins of earth and the universe. The second epoch would be the Pre Noah's flood era. This could be characterized by many different physical aspects of the environment during this time that allowed vegetation to grow in present arctic areas, and allowed for extremely long life spans. If you observe closely you will notice that The Bible never mentions it raining until the time of Noah's flood, but rather the face of the ground was watered from a mist that rose up from the ground, this occurs today in certain parts of the world like Lima, Peru, and otherwise arid locale that receives little rain. Some proposed from various scripture that there was no sea, and that there was a protective canopy of water that surrounded the earth in the pre Noah's flood era of Earths History that allowed for even and stable weather conditions globally, and much more protection from many of the harmful cosmic rays and such together with an absence of real disease combining to lead to extremely long life spans. You will notice that before the flood mens ages were given as being upwards of 900 years old at death. After the flood you will observe a gradual lessening in the age of man at death, where by the time of Abraham, people were not living beyond 120 years at the most, which is as it is today. This canopy came down with the rains of the flood when the "windows of heaven" were opened, that combining with all the water that is currently frozen at the poles, along with water rising up from the fountains of the deep within the earth accounted for this flood that rose over the tallest mountains. The Third epoch would be the earth from after Noah's flood to the present day. Great climate change like the north and south extremes of the globe iceing over, glaciers accumalating, and physical change in characteristics of the face of the earth, possibly resulting in the seas we now have, weather patterns from extreme cold to heat, better breeding grounds for proliferation of disease's molds etc, and a general acceleration of the degeneration of the condition of the earth itself and the physical creation (gene pool) as well, as a result of all of these things plus increased exposure to various cosmic rays.
