At 21, you should have a fully unrestricted licence (unless you're subject to some restriction not listed in the question), and could drive at any time you wished. If you're on a restricted licence at 21. chances are, it's something like a provisional licence so that you can still get to work while on a suspended licence, or something to that effect, rather than the graduated licence system (which ends at age 18). In that instance, the conditions would have been dictated to you by the DMV when the provisional licence was granted.

By the way this is California state law. It states,"Once you receive your license you have to wait a year(or until you turn 18) to drive 11PM-5AM/drive minors with out a 25 aged licensed driver." The "or until you turn 18" is the same as waiting a year. So if you have your license, and you're 18, you can drive between 11PM-5AM and the best part, driving around other people under 20 aka friends/family/minors.

According to what I've read if you're under 18 you will be given what's called a "provisional license." Meaning you have to complete at least 50hrs. of daytime driving & 10 hrs. of nighttime driving, and you cannot drive between 11PM-5AM. After you turn 18 the restrictions are lifted but you still have to have a licensed driver with you at all times until you get a real license. So yeah you can as long as it's before 11PM.
