Ohio, US is in the Eastern Standard Time Zone (GMT -5) and Sao Paulo, Brazil is in GMT -3 but because Sao Paulo is currently (February 2009) observing Daylight Saving Time one hour should be added to the GMT. So the zone for Sao Paulo during DST is [GMT -3 (+ 1 for DST)] = GMT -2. Therefore, there is currently a three hour time difference.

If it were 12:00 pm noon EST in Ohio, the time in Sao Paulo would be 3:00 pm (DST).
