What is the time limit for prosecution in new jersey when can you file for failure to prosecute. i have a friend whose been locked up for a year and never been to court or is not indicted?

The circumstances stated in the question don't 'ring true.' HOWEVER - if the situation stated IS true, that individual (or their attorney) needs to file a Writ of Habeus Corpus immediately, to get the case in front of a judge for a hearing.
