At least in the model year of 1971 the correct timing is set with the vacuum hose to the distrubutor disconected and the headlights on (not hi-beam) to 6 degrees... adjust dwell (point gap) before timing.

The points gap at 0.019 and the dwell will set at 30 The timing should set between 8 to 10 degrees before top dead center. Remember that changing the timing will change the dwell.
