The hole for the timing marks is located on the front of the engine, right below the distributor. You'll have to remove the hood to get a good angle for the timing light (I don't know why they designed it that way).
I just changed a timing belt in a buddys 1990 accord and you need to set the marks on the pulleys to same direction as your crank pulley mark is.

there are two kinds of timing marks. one is for ignition timing and one for valve timing.

Timing marks are normally on the harmonic balancer if your engine has one. If your engine is internally balanced, the timing marks will be on the timing chain/belt gears.
On the front of the timing chain cover, drivers side towards the top of the harmonic balancer.
