This is the stub, with the inner and outer bearings in the brake drum, right? If so, tighten only to about 10 or 12 ft-lbs. The manual says to then back off the nut until only finger-tight, but I feel that may be too loose. Turn the drum while tightening. The goal is to allow the drum to turn freely but without any play. Check again once you have the wheel back on and can rock it back and forth to check for play.
