215 to 220 ft pounds - which requires you to remove the flywheel cover and clamp or lock the flywheel to prevent turning of the crankshaft if using a torgue wrench. An air or electric impact wrench may also be used. My air or electric one has no guage to determine the true force applied. I just did this same thing a week ago. Getting it off was my largest problem. LOL
The harmonic balancer on a 1990 Toyota 4 Runner is turned clockwise to loosen it. This is backwards from most bolts to prevent it from being loosened by the rotation of the engine.

The balancer is attached to a flywheel that drives the serpentine belt for the water pump, power steering, etc. If harmonic balancer doesn't work, belt won't run, and eventually, neither will the car.
The bolt was incorrectly tensioned.
