That's tricky due to the fact most Irish don't seem to want one. It certainly is not a green top hat with a clover popping out the side. The best bet is a safron coloured or any other PLAIN coloured kilt. TARTAN kilts should be considered Scottish.

Irish Tartans are more associated with Irish-Scots and Irish-Americans.

Well, it really depends on what level someone is at. I have been Irish dancing for 7 years but when you first start out as a beginner you where a "beginner dress" it often has the symbol of the school the child is dancing at one it. Next is usually a "three paneled team dress" this still has usually has the schools symbol on it but it has three panels in the front and is more advanced. the next dress that comes is usually a solo dress. When you get to championships, (i am in them) you usually get a solo dress. It is a dress that is one of a kind, it is designed by the person wearing it. New solo dress cost anywhere from 200 to 2000 dollars but can be resold. Some newer styled solo dresses are often referred to as, tu tu skirt, ra ra skirts, bubble skirts, etc.)

Ireland does not have a national costume nearest thing to it would be an Irish dancing dress
