"Log off" logs out the current user, but leaves the computer running. "Turn off" turns the computer's power completely off.
Log off
It's called Event viewer, and it's a part of windows. Start -> right click on My Computer -> Manage -> System Tools -> Event Viewer. You might have to turn on logging option for certain events such as log on/off, policy change and so on.
