I'm not quite sure what you mean by the two "mean" rules. In terms of the two most fundamental beliefs in Islam, they would be:

1) The unity of God ie: Allah

2) That Muhammad is the messenger of Allah

However, there are other "mean" rules of the Holy Qur'an. The most prominent of these "mean rules" are the two rules that the Qur'an gives for its own interpretation:

"He it is Who has sent down to thee the Book; in it there are verses that are decisive in meaning - they are thebasis of the Book - and there are others that are susceptible of different interpretations. But those in whose hearts is perversity pursue such thereof as are susceptible of different interpretations, seeking discord and seeking wrong interpretation of it. And none knows its right interpretation except Allah and those who are firmly grounded in knowledge; they say, 'We believe in it; thewhole is from our Lord.' - And none heed except those gifted with understanding. -" (Chapter 3, verse 8)

In this passage, the two main rules of interpretation are given. The Qur'an states that there are 2 types of verses in the Qur'an:

a) those that are "decisive in meaning" and they form "the basis of the Book"

b) those that "are susceptible of different interpretations"

An example of (a) is the statement in chapter 2, verse 257 of the Qur'an: "There is no compulsion in religion". This is a statement of fact as stated by the Qur'an, and any interpretation contrary to this statement is, according to the Qur'an a perverse interpretation, as only "those in whose hearts is perversity pursue" interpretations that are discordant with the (a) type verses.

These two types of verses therefore form the two "mean rules" in the Holy Qur'an-that there are two types of verses: instructive ones which are clear statements of fact and are phrased in categorical, plain ways which cannot be misconstrued: (a) type verses. The second type of verses ARE susceptible of different interpretations: (b) verses, but they should never be given an interpretation which is discordant with the clear-cut (a)-type verses.

The end of the verse in which those people who have knowledge are recalled to have said: "We believe in it; the whole is from our Lord" indicates that the TRUE interpretation of the Qur'an is one that takes into account all the different verses on a given topic: "the WHOLE of it is from our Lord" ie: they do not seek an interpretation that produces contradiction in the Holy Qur'an. This then is the way to interpret the Qur'an-to always and only interpret (b) type verses in accord with the clear meanings of (a) type verses.
