If there is one or more variable affecting a phenomenon, you have to find a way to make the other variables constant - like a control. This way, you can study the changes with regards to one thing. Practically, this is not always possible. This is true especially if it's a new phenomenon - you are unaware of the variables and thus cannot predict the outcome.
