Usually in high places the weather is very cold, or just colder than usual.

They do have an influence on weather, no question. Recent research has found that they tend to force a pattern similar to that of the negative phase of the North Atlantic Oscillation for extended periods, influencing climate from North America to Europe. This causes it to be colder and snowier than usual, though the reverse can be true on either side of the trough it sets up. Globally, solar minimums have not been found to have much influence on temperature.

North America is VAST VAST place spanning from the Canadian arctic down to the arid Mexican plains...there is no 'usual' temperature for North America.There are tremendous variations in temperature both geographically, as you go from the cold arctic north to the warm semi-tropical south of the continent, and seasonally, going from the warm summer to the cold winter. If you were to add up all the temperatures from all parts of the continent at all times of the year, and get an average (which is more work than I am prepared to do) my guess is that it would be about 17 degrees Celsius.
