Congressional investigations can only be instituted by a Congresspersons. Therefore, you would have to convince your Congressperson that there was valid cause to institute one.
A hearing is more formal than an investigation.
Congressional investigations are typically used to promote the political agenda of the party controlling the investigation. In many if not most cases, issues that have been the focus of congressional investigations were promoted by hyperbolic commentary from the party in opposition to the subject of the investigation. These investigations are often used by the controlling party as a political weapon to help divert attention of the public from more important issues, or as an attempt to persuade voters to react in favor to an issue of interest to the investigation controlling party.
