Valence electrons are the number of electrons in the outermost shell of an atom. These are the electrons that will react to form compounds. To determine the number of valence electrons, one must look at the group numbers on the Periodic Table. Group 1A will have 1 valence electron, 2A = 2 valence electrons, 3A = 3 valence electrons, etc. When an atom has reached 8 valence electrons (noble gases), it is no longer reactive. That should help. c:

The number has to be closest to noble gas configuration (ne:10 ar:18 and so on) Atoms lose, gain, or share electrons to have the stable electronic configuration of the noble gases.

What affects the chemical behavior of elements?

The chemical behavior of elements is affected by the number and arrangement of electrons in their outermost energy level, known as the valence electrons. Elements with similar valence electron configurations tend to exhibit similar chemical properties. Factors such as atomic size, electronegativity, and ionization energy also play a role in determining the chemical behavior of elements.

Why only carbon shows negative oxidation state in its family?

because the electronegativeties of these elements are low thy don't have much tendency to form negative ions
