The coin is still in circulation today and has face value only
In uncirculated condition, it's worth about $2.00 If circulated, it has no added value. All circulation halves dated 1971 and later are made of copper-nickel; they don't contain any silver.
Look at the coin's edge. It's not silver, it's copper-nickel. All copper-nickel half dollars dated 1971 and later are only worth 50¢ if they're in circulated condition. Uncirculated, perhaps a dollar.
The S mint mark indicates your coin is a proof issue, and would be worth about $2.50 in its original packaging. However if someone removed it from its holder and the coin has been touched, skin oils will contaminate the proof surface and make it worth much less.
You're probably seeing FS, the initials of the coin's designer Felix Schlag. All 1988 nickels would have either a P, D, or S mint mark. Any that you find in change are worth only face value. The last time the US used a double mint mark was 1893, on coins struck in Carson City.
Please post a new, separate question with the bill's country of origin. None of the major dollar-issuing countries (US, Canada, Australia, New Zealand) print bills with such a high value.
