Oneida manufactures stainless steel flatware, but ceased making sterling silver pieces in 2005.
Oneida sterling flatware had a mark with a "cube" on the left side of the name. According to my reference, it is "The silver cube. Our silversmiths' mark of excellence," and was used since 1965. The cube is apparently a mark of excellence. (American Sterling Silver Flatware, by Maryanne Dolan.)

99.99% of the time it is Plated, once again it is not silver. the only flatware that is made of silver will say on it somewhere STERLING
The Oneida is a company that creates Silver Holloware & Flatware. I actually have a fork from the onedia community, so I know they specialize in Silver Plates Flatware and Holloware. So I would think par plate would mean Silver Plate.

Antique sterling silver cutlery can be purchased from anyone who might have inherited it as part of a family heirloom and is looking to sell. Such sellers can be found on sites such as Craigslist or eBay. Large providers of replacement sterling flatware could also be a good place to go.
They did both genuine sterling and sterling plate, the genuine flatware and dishes will be marked Sterling.
