No, it can be relatively expensive if bought new, but it has no long-term intrinsic value like sterling silver does, because the silver content is almost nil.
Regular recycling centers probably would not accept the flatware, but you could probably take them to a scrap metal yard. The scrap metal yard would probably take as shread metal.

Considering that most FB Rogers products are silver-plated rather than sterling, probably very little. Check for the pattern number (not 1883, which is part of the maker's mark). The hollow ware sterling registered pattern numbers are 118, 142, 144, 149, 164, 250, 400, 700 and 1636. You will need to get the flatware weighed and appraised locally to determine the scrap value. You may want to check eBay to determine if the flatware is worth more sold at auction than for its silver content.
i have the same setting. made in 1920, sterling silver. according to my research, it would be about 5,000 dollars as a set. check replacements.com for individual purchase. very valuable when sold or replaced indiviually. mine was my grandparents', so the sentimental value surpasses anything else
