The British general circulation Threepence and Maundy Threepence from this period are indistinguishable from each other. In perfect mint condition, the Maundy coin will have a mirror like finish on the flat surfaces of the coin which should make it stand out quite well when compared to a general circulation coin.
A star on the neck of Queen Victoria is not a part of the design of the coin, and the star was not used as a mintmark during the reign of Queen Victoria.
I can find no reference to there being a star on Queen Victoria, the star was possibly added later.
