The U.S. has never used a B mint mark.
The only mint marks you'll find on 1954 U.S. cents are blank (Phila.), D (Denver), and S (San Francisco)
1957 cents were (in)famous for die breaks and other similar minting errors, so they are not considered scarce. You might find them at a dealer for a quarter or so.
All error coins need to be seen for an accurate assessment. Take it to a coin dealer. Filled die errors are very common for all denominations of U.S. coins.
Dr. Condoleezza Rice (b. 14 November 1954) is 54.
Please check your coin again. It's either not 1954 or not JFK. In 1954 he was (a) very much alive and (b) only a junior senator so his image couldn't legally be on a coin. Half dollars carried a picture of Benjamin Franklin from 1948 to 1963. JFK's picture was put on the half in 1964 following the assassination in November 1963. If your coin has a Liberty bell on the back, the picture is that of Ben Franklin who was very much older and balder than JFK ever had a chance to become.
The U.S. didn't print any $1 bills dated 1959. The closest date is a 1957-B silver certificate and it has a value of about $1.50 in circulated condition.
Please check again. The U.S. has never used a B mint mark. Perhaps you're seeing a D for Denver.

There is no such mint mark. The only mints to strike cents with mint marks are Denver (D) and San Francisco (S). See this link for values.
