The US never used an E mintmark. The only mintmarks on a 1954 Franklin half would be D (Denver) or S (San Francisco). Philadelphia didn't use a mint mark at that time.

Not sure what you mean by the letter (e), but a 1959 Franklin Half dollar in decent condition is worth about $10 to $13

Since I think the 1860s, all American coins have had "E Pluribus Unum" on them somewhere. You'll need to be more specific. What's the face value of the coin (penny, nickel, dime, quarter, half-dollar, dollar)? And what condition is it in?
