There's no such coin. Coin production at the San Francisco Mint was suspended at the end of 1955 and didn't resume until 1965.
All 1964 cents were made at Philadelphia (no mint mark) or Denver (D mint mark). Enormous numbers were struck so they still turn up in change regularly and have no extra value.
San Francisco didn't resume the use of its "S" mint mark until 1968. It appears on all standard proof coins except 1999-P dollars, and on some cents and nickels minted between 1968 and 1974,

1 cent. They are in common circulation. Cents have never carried a mintmark for coins minted at the Philadelphia mint.
The coin does not exist, the only possible mintmark for a 1964 Lincoln cent is a "D'. The "D" may have been damaged during or after the minting process but the coin is only worth face value.
It's not a genuine US coin. It's a novelty item that sells for a couple of bucks, but it has no numismatic value.
