Please double-check your coin. All half dollars minted in 1980 and later have mint marks regardless of where they were struck, so your coin should have a P or D above the date if it's a circulation coin, or an S if it's a proof.
There have been no reports of missing mint marks on 1983 Kennedy halves. If it does not have a letter, you should take the coin to an expert who specializes in error coins.
50 cents.
50 cents for the copper-nickel coin underneath a few atoms of gold plating. A cent or two for the plating, IF you could recover it.
If the coin came from circulation it's only face value. Just a high grade Mint State P or D coin is worth more than 50 cents.
If taken from circulation it's 50¢. Just a proof or high grade uncirculated coin of this date is worth more.
Half dollars dated 1971 and later are only worth face value. They're made of copper-nickel and don't contain any silver.
A US half dollar with a date of 1983 is a Kennedy half dollar not a liberty half dollar. The coin has no silver and most are only face value.
One dollar.

It is not silver and likely only face value. But, a uncirculated half dollar dated 1982 or 1983 may be worth a little more to a collector or dealer because the Mint did not issue uncirculated coin sets (called Mint Sets) in 1982 & 1983 and Mint State coins of those years are popular among collectors.
It's not silver, just copper-nickel. Spend it.

What is the value of a dollar in 1983 compared to 2008. cable bill, gallon of milk, rent/ mortgage???etc...
Its value is nothing, except for sentimental value.

its worth about one dollar
Unless it's a Proof or Mint State coin, it's face value. None of the Kennedy Half dollars made for general circulation after 1970 contain any silver
