Without seeing the coin it's difficult to say what you have. If the reverse side is smooth and the coin is lighter than a normal dime, it's almost a dead cert that someone with too much time on their hands filed it down. For one thing, if it's completely smooth it couldn't have come out of a coin press that way because the blank should have a raised rim on both sides, regardless. In this case it's a damaged coin worth nothing more than face value.
OTOH, if the coin has some evidence of a design and/or shows the inside copper core, you could have a so-called lamination error that occurs when part or all of the outer cladding fails to bond to the core. These are true mint errors and would be worth a few dollars to an error collector.

An off-center strike happens when a coin blank doesn't center itself in the coin press and the dies don't strike it square on. The value depends on how much of the coin's image is missing. If less than 10% is missing (i.e. 90% is showing) your coin is only worth a bit above face value. At 20% it could be worth a couple of bucks.
