The value of any coin is at least the "melt value," which would be the value of the component metals. As of December, 2006, the value of one ounce of gold is well over $600. The $20 gold piece in the US has always contained one ounce of 24K gold; the coin itself weighs more, as the ounce of gold is alloyed with other metals.
An 1861 $20 dollar gold coin is extremely rare. In very good condition it is worth $10,000-$40,000. In "Uncirculated" with narrower wings (you will have to ask an expert on this) they can fetch up to $250,000.
Only one genuine 1849 $20 gold piece is known, and it was designed by James Barton Longacre, not George T. Morgan. Any other supposed $20 gold piece with that date is either a fantasy coin, a replica, or an outright fake.
As of 09/2008 its value ranges from $980 in worn condition to about $1100 if almost uncirculated.
