Identify the stamp using a catalog. Special Delivery stamps will be found in the 'back of the book' as they are special usage stamps. This may involve learning about perforations, watermarks and colors as well as condition. The catalog will provide a value. The value is what a collector could expect to pay for a stamp in fine/very fine condition. If selling, most cases you would be lucky to get 75% of the catalog, unless it is very valuable, then an auction would be worth looking into.

The most common American catalog for identification is Scott's. Others are Stanley Gibbons, Minkus and even the US Postal Service Catalog of stamps.

Given that description, the stamp could be one of dozens of different 22 cent stamps. The postage rate would indicate that it was issued in 1985 or shortly after that. If unused, it can still be used for 22 cents worth of postage. They have some value, a dollar or two for mint copies and some of the used ones are slightly above the minimum. You will have to provide better identification or a Catalog Number. Check in your local library for catalogs that can help you narrow down the exact stamp. Consult a stamp catalog such as Scott's, for a description on how stamps are rated and graded.

Scott catalog value is 60 cents for never hinged mint, 45 cents for light hinged mint and 35 cents for used, all with very fine centering. Expect to pay around 2/3 catalog from a dealer.

Your question is hard to figure out. Unused 20-cents stamps are still worth 20-cents as postage.

Scott CE2 has a minimal value. You can purchase a used on fro 25 cents and a mint one for 45 cents.
