I have one that was given to me as a gift years ago that has been stored, unopened, unsealed and full, in a glass cabinet since new. I have been offered $150.00 from a collector. I have seen these offered on e-bay unsealed and empty for up to $80.00 The full unsealed ones are becoming very rare.
A bottle of 28 year old whiskey is different then a bottle of whiskey that is 28 years old. The aging process ends when it enters a glass bottle. Once it is removed from the cask it's value and quality is set and unlike a wine it won't improve with age.

In 1987 8 bottles were recovered and sold for a total of £4000 - so at 1987 prices 1 bottle is £500 - but as they are just about to re-make the film Whiskey Galore I guess the value could be double that.

Most importantly, to have any value to collectors, the liquid inside must be clear and unclouded. Secondly, the higher the fill level the higher the value. Bottles with fills above shoulder level are much more desirable. And thirdly, the seal of the bottle should be intact and it must be unopened.Besides that, value is mainly determined from recent auction and retail sales, though with pre-prohibition bottles there are usually few direct comparables to use as a guide. Collectors will pay judging on things like overall condition, brand/distillery name and history, how old the bottle is (how "pre" pre-prohibition it is), and other factors.
