Without knowing the condition of the quarter, it's pretty hard to say. Anywhere from .25c for a beaten up coin to over $300 for a pristine coin (uncirculated, clean etc). The GeorgeIVS etc is standard on all coins of that era. It's simply the George IV king by the grace of god (or something similar) in Latin. It doesn't do anything for the value. Current coins have Elizabeth II Dei Gratia Regina, which translates to roughly Elizabeth II Queen by the grace of god. It's a standard inscription on Canadian coins.
