It depends on the condition of the coins, especially the rarest dates. Most coins in the wheat penny set (and there are well over 100 date/minmark combinations) can be had in circulated condition for between a couple of cents and a couple of dollars. The key dates, however (1909S, 1909SVDB, 1914D, 1922 plain, and 1931S) may cost a hundred to several hundred dollars in heavily circulated condition and upwards of $2000 or more in Uncirculated condition, and semi-key dates (and there are about 5 to 15 of these) can cost $5 - $25 in heavily circulated condition to up to $100 in Uncirculated condition. Clearly, the value of the complete set is heavily dependent on the condition of these keys and semi-key.
