The Crosman 1300 Medalist II was made between 1970-1976 as a .177 caliber and the model 1322 medalist was made from 1977-2000 as a .22 caliber. It is no longer in production. One in perfect condition will cost you around $80 plus if you can find one.
Model 454 Mfg 1972-82. Crosman no longer repairs this model but you can search the web under "Air Gun repair" and find a location near you to repair it. However remember that this gun in PERFECT condition is only worth about $50 at best.

Your 38c was made between 1964 and 1976. However in 1975 Crosman made the serial number change. The first number (s) indicated the year and the next 2 numbers indicated the month. Example 1176564 This would indicate the gun was made in November in the year of 1976 (11-76 ) Prior to that they were just serial numbers. (Your falls into this category) So your was made between 1964 and 1975. HOWEVER! If it has a metal rear sight it was made before 1973. If it has a plastic rear sight is was made after 1973. As for the value. Well you did not give me any information about the condition of the pistol so it is not possible for me to give you an estimate of value. I own 4 model 38's, in my collection. I have spent as little as $5 and as much as $45. None of them are perfect.
This rifle is worth between $900 and $1300, depending on it's condition ie: how close it is to original, as-issued condition. I've seen them for sale with an asking price in excess of $1500, but they're not selling at that price unless you've got the box and all the paperwork.
In ORIGINAL perfect condition the value could easily exceed 15,000 maybe even 20,000 but I'd be hard pressed to believe it's original perfect condition without examining it.
