Assuming your rifle is an SKS, value could be from $50-$350, depending on condition and originality. Unsure of your "made in atl"- these were made in China. You may have name and city/state of the IMPORTER on your rifle.

Not the most common, but not particularly highly sought after. Unfortunately, it does nothing to increase the value.
$200 - $300 for a basic Type 56. Even though importation has ceased, they're not particularly rare (especially as NORINCO is still manufacturing them) and don't have the collector value of other SKS rifles. As for the year, NORINCO doesn't publish SN data. If it's in the US, then it would've been imported no later than 1993.

There is no way to tell by the serial number. Look up photos on the web, for B-1 or B-3. these are the most common models. Chinese models are made by "BAM", "Shanghai" or Xisico. These are the most common.
Need more information describing other markings found on the rifle. Tentatively, with a serial number that high, what you have is probably a Chinese Type 56 carbine.
It is worth anywhere from $75 - $125. It depends if it is all origanal you can find that out by looking at the serial numbers on the parts and seeing if they are all the same
