There's never been a silver US penny, so my guess is that you have a modern (1982 or later) cent that's missing some of its copper plating. Modern cents have a zinc core that looks silvery when first exposed.

Unfortunately it's probably not very valuable. At one time, an unplated or partly-plated cent was considered to be a significant Mint error, IF it could be authenticated. The problem is that it's possible to get essentially the same effect by dipping a penny in acid to dissolve some of the plating. Telling the difference can be difficult or impossible so mostly they're now considered to just be damaged coins with value only as a conversation piece.
