There's never been a silver US cent. If you think about it for a few seconds, cents are larger than dimes so a silver cent would be worth more than ten cents!
If your coin is dated 1943, it was struck in zinc-coated steel to save copper for the war effort. Steel cents are generally worth less than a quarter in average condition, but one that shows little wear or corrosion can retail for a few dollars.
If your coin is dated 1982 or later, it's a modern zinc cent that's missing its copper coating. Generally these don't carry much of a premium unless they can be authenticated as genuine mint errors. However they're very easy to fake by dipping a cent in acid to remove its copper coating.
The 1990 Lincoln Cent in circulated conditions has a value of one cent. In uncirculated conditions it has a value of about $1 at MS-65 and as much as $2,700 in MS-69.
