Whatever it is, it's not a genuine US coin. It's more likely to be some kind of campaign medal (G. W. Bush ran for President in 1988), and may not even be made of silver. Without more information, it's not possible to determine its value.
The coin is only worth about $10.00 just for the silver, the "W" adds nothing to the value. Any coin with counter-stamped letters or numbers is reduced to bullion or face value.

it all depends on the silver content. silver today costs about $16.00 per ounce. be sure to look at the mint mark. if the mint mark is a w, it can be worth thousands of dollars.

Please check your coin again. Denver hasn't struck silver $1 coins for circulation since 1934. The only silver "dollars" made in 2003 are 1 oz silver bullion pieces that are sold for their metal value; the $1 denomination is artificial. All of these were made at Philadelphia (P mint mark) or West Point (W). If you have a Sacajawea dollar dated 2003 D, it has no silver or gold in it; it's made of brass. Even though these were minted only for collectors, a lot have been spent when they failed to go up in price. If you found it in change it's only worth face value.
The mintmark is on the reverse of the coin and all Mercury Head dimes have the "W" it's the designers initial, Adolph A. Weinman he also designed the Liberty Walking Half dollar. 1941 is a very common date if it has any wear at all the value is just for the silver, about a dollar.
