I'm afraid it's not silver, not a dollar, and not from 1865.
These turn up frequently and are fantasy coins that were probably minted in the Far East. They're essentially worthless except as curiosity pieces.
The design is crudely copied from the standard Washington quarter design used from 1932 to 1998. However in reality the first U.S. coin to carry a president's picture was the familiar Lincoln cent first issued in 1909, so these fakes are off by about a half-century.

About 6 or 8 years ago a large number of these turned up in and around San Francisco. Some of the local TV stations got hold of them and started trumpeting stories about "fantastically rare" or "previously unknown" coins being found. If they'd bothered to spend just 15 minutes doing some research they would have found they'd been scammed.

I saw one of these yesterday and I'm trying to research it. It's definitely bogus in some way -- the first US coin to have a recognizable person on it was the Lincoln penny in 1909 (before that, the coinage had a symbolic Liberty or Indian head, as the US didn't want to follow the English practice of having the king or queen's head on coins).

Yes it's a fake, minted in the far East and in Arab countries... is not silver and is not from 1865.
They trick the tourists and sell those fakes for 25 to 70 dollars. Normally the "gypsies" that sold that coin ask ~50, and are willing to drop the price to ~20.
