All 1884 silver dollars were issued by the US Mint and Federal savings banks were established much later, so what you have is almost certainly a reproduction or giveaway of some sort. Unless it indicates that it's made of silver, it probably doesn't have much metal or collector value. In any case it would have to be inspected in person to be sure.
